				<content:encoded><![CDATA[<p><a href="http://villageofkirkland.com/wp-content/uploads/2010/07/kirkland_chamber_logo_burgu.jpg"><img class="alignright size-full wp-image-116" alt="kirkland_chamber_logo_burgu" src="http://villageofkirkland.com/wp-content/uploads/2010/07/kirkland_chamber_logo_burgu.jpg" width="250" height="236" /></a>The Greater Kirkland Area Chamber of Commerce is seeking Citizen of the Year nominations for 2013.  The nominee should have performed some significant public service, fostered pride in the community and/or made a lasting contribution to the quality of life in the area served by chamber, which is equivalent to the Hiawatha School District Boundaries.  The nominee does not need to live in the area, provided he or she has been active in the community.</p>
<p>To nominate someone, describe in 150 words or less why your nominee deserves the award.  Mail your nomination by May 3rd to the Kirkland Chamber of Commerce, 2013 Citizen of the Year, PO Box 208, Kirkland, Illinois 60146.  Please include your name and address on the nomination letter.  The selection for Citizen of the Year will be recognized at a luncheon on June 6th!  If you have any questions, please contact Ken Brooks at 815-522-9017<a href="tel:815-522-9017" target="_blank"> </a>.</p>

The Illinois Department of Transportation (IDOT) closed the bridge more than two years ago after noticing some holes in the upper deck. That action set in motion a litany of agencies and procedures to be followed including engineering firms, the Department of Natural Resources (DNR), DeKalb County government and others, to determine what needed to happen next.</p>
<p><a href="http://villageofkirkland.com/wp-content/uploads/2012/11/pritchard-bellah.jpg"><img class="alignleft size-medium wp-image-471" title="pritchard-bellah" src="http://villageofkirkland.com/wp-content/uploads/2012/11/pritchard-bellah-300x225.jpg" alt="" width="300" height="225" /></a>Once it was determined that the bridge only needed the deck replaced, the Village of Kirkland was able to work with the County to get 80/20 financing to repair the bridge. The funding was made up with 20% or 160,000.00 coming from the village’ motor fuel tax fund, and the remainder coming from the county’s road and bridge fund. The Hortense Street bridge reopened on Friday, November 9th with a ribbon cutting ceremony attended by Representative Pritchard, the mayor of Kirkland, Les Bellah, Village Clerk Terri D&#8217;Amato and others.</p>

<p>AN ORDINANCE ADOPTING PROCEDURES FOR PUBLIC DISCUSSION</p>
<p>WHEREAS, the Village of _Kirkland_ (hereinafter, the “Village”), _DeKalb_ County Illinois, is an Illinois municipal corporation; and<br />
WHEREAS, pursuant to Public Act 96-1473, the Illinois General Assembly recently amended the Illinois Open Meetings Act (“OMA”), 5 ILCS 120/1 et seq., to specifically require that any person shall be permitted an opportunity to address public officials under the rules established and recorded by the public body; and<br />
WHEREAS, the Village Board has historically always liberally and openly encouraged public comment and discussion at its meetings; and<br />
WHEREAS, the Village Board believes it is in the best interest of the Village to adopt specific procedures for public discussion at its meetings.</p>
