Village Clerk

The Village Clerk is appointed by the Village President, with the advice and consent of the Board of Trustees, and is responsible for all records for the Village. They are the custodian and keeper of the Corporate Seal and of all books, records, ordinances and all municipal papers, attends all meetings of the Village Board, and maintains a full record of proceedings. They are responsible for the day-to-day operations of services, and receives applications and payments, publishes notices and ordinances, swears in officers of the Village.

Village Treasurer

The Village Treasurer is appointed by the Village President with the advice and consent of the Village Board and serves as the Village’s Treasurer. In that capacity, they keep the books and accounts in such manner as to show with accuracy all monies received and disbursed on behalf of the Village of Kirkland, and in such way that the books and accounts may be readily investigated and understood at all times. The Village Treasurer shall annually prepare and file the Annual Treasurer’s Report on behalf of the Village of Kirkland.

Bill Newkirk of Newkirk & Associates, Inc, currently serves as Village Treasurer.

Village Attorney

The Village Attorney is appointed by the Village President with the advice and consent of the Village Board and serves as the Village’s chief legal counsel. In that capacity, they advise the administration and Board on all legal matters unless otherwise assigned to specialized counsel, including offering legal opinions regarding interpretation of the Village Code and state/federal law, represents the Village in litigation, reviews contracts and agreements, and assists in the development of ordinances and resolutions. The Village Attorney is also a strategic advisor in large development projects and advises the Planning and Zoning Commission on procedural and substantive matters related to annexation, zoning, and subdivision. The Village retains special counsel for specific legal services that require extra attention or expertise. These service areas may include prosecution, labor, human resources, and more depending on the needs of the Village in each situation.
