Solicitation Application

Solicitors and peddlers who wish to work in the Village of Kirkland are required to obtain a Solicitors Permit from Village Hall prior to operating.  If you wish to apply for a Solicitor Permit, the fee is $75.00 per applicant for 365 days.

To do this the Village requires all solicitors to complete an application and pay the $25 non-refundable application fee up front. You will get fingerprinted by our Village Police Department who will also conduct a background check to ensure the safety of our residents.  It may take at least five (5) to ten (10) business days to process the background check. The solicitor must provide full name, date of birth, and driver’s license number, along with a photo (similar to a passport photo) that will be attached to the permit which must be worn at all times while soliciting.

Please note: Any literature that will be handed to residents MUST be provided at the time the application is received by the Village Clerk. If you are “Doing Business As” (DBA), the application should also indicate you are DBA, in addition to the parent name of the company.

If the background check is found to be satisfactory, the solicitor must pay the additional $50 for the Solicitors Permit which is good for three hundred sixty five (365) days and will be issued by the Village Clerk.  Solicitors and peddlers are allowed to work in the Village during the dates stated on the permit.  You are NOT permitted to work in City parks and are only allowed to work from 9 A.M. to 7 P.M.

Solicitor permits shall not be granted to any individuals selling from a truck, nor shall there be any solicitation on public roadways or temporary stands in front of businesses.

Exceptions are made for Hiawatha School fundraisers and local nonprofits serving the Village of Kirkland youth, such as the Girl Scouts, Boy Scouts and churches.  Additionally, non-profit organizations that are only asking for donations and not selling anything are not required to obtain a permit.

RESIDENTS

A solicitor’s permit is in no way an endorsement of any product or service sold by a solicitor.  You may request to see a solicitor’s permit.  If you wish to exclude solicitors and peddlers from your property, post a sign on your property with the words, “No Solicitors”.
