Residential Meter Water Bill Rates
- Water – $6.25 per 1,000/gallons
- Sewer – $6.75 per 1,000/gallons

Explanation of Charges
- WATER – You are charged for each 1,000 gallons of water that your meter tracked within the FROM and TO dates on your bill.
- SEWER – You are charged the same metered consumption as the water.
- BULL RUN CREEK – a flat rate charge per bill is dedicated to the IEPA Bull Run Creek Improvement services.
WATER FLAT RATE – a flat rate charge per bill dedicated to Village operating water expenses.
SEWER FLAT RATE – a flat rate charge per bill dedicated to Village operating sewer expenses. - SEWER IMPROVEMENT – a flat rate charge per bill dedicated to Village future sewer improvement costs.
- WATER IMPROVEMENT – a flat rate per bill dedicated to Village future improvement costs.
- PREVIOUS – is the meter reading from your previous bill.
- CURRENT – is the meter reading for your current bill.
- TYPE – is either an ACTUAL meter reading or an ESTIMATE.
(See Estimated Reading Fee below for more information) - CONSUMPTION – is the total gallons of water used within the FROM and TO dates on your bill.
- AMOUNT – is the total cost for each service and Total Due on your bill.
- IF PAID AFTER – is the amount due if not paid by the Due Date on your bill.
When Your Bill is Mailed & Due
A utility bill is mailed on the 1st Tuesday of an odd month and is due and payable on the first Monday of an even month. (Ex: Bill Date/Mailed: Tuesday March 4, 2025; Due Date Monday April 4, 2025)

How to Pay Your Bill
CHECK PAYMENTS are to be made out to the Village of Kirkland.
- In person at Village Hall during open hours or at our 24-hour dropbox located at 511 W Main Street, Kirkland, IL.
- By mail send to 511 W Main Street, PO Box 550, Kirkland, IL 60146. Allow sufficient time for payment to arrive to us by the Billing DUE DATE.
- To ensure payment is applied to the correct account, please write your account number on your check and include the billing stub.
AUTOMATIC DEBIT PAYMENT is offered at no cost. With automatic debit payment service, your bank automatically pays your utility bill from your checking account on the due date. Click Water / Sewer ACH Payment Direct Debit Authorization Form to access the form. Submit the completed form to the Village Clerk.
ONLINE PAYMENT OPTION is another convenient way to pay your bill. We accept Visa, Mastercard, and other credit cards, which includes a 3% Service Charge. To make an online payment click ePay Online.
RETURNED CHECKS/BANK DEBITS will be assessed a $35 Non-Sufficient Fund fee, plus any bank chargeback fee. Services may be stopped for nonpayment of any returned items and the account is subject to additional charges. Accounts with two returned items in a twelve-month period are required to pay all bills by cash or money order.
Not Paying Your Bill on Time
- If payment is not received on or before the due date, the entire amount shall become past due and subject to a 20% penalty and a Final Notice will be issued.
- If you receive a Final Notice, note that the entire past due payments are due to be paid in full 10 days from the date the Notice was issued.
- WATER TURNED OFF for unpaid Final Notice bills. If your water is turned off for non-payment you will be required to pay your bill in full plus a $100 Reconnection turn-on fee, during Public Works normal business hours between 8am – 2pm, Monday through Friday before your water can be restored, if applicable. You may also be required to pay a cash deposit.
- If your water is turned off for non-payment, and you should request your water to be turned on outside of Public Works normal business hours, which means any time other than between 8am – 2pm, Monday through Friday, excluding Village-observed holidays, you will be required to pay you bill in full including the $100 Reconnection turn-on fee, plus a $200 After Hours turn-on fee. The after-hours reconnection service fee is intended to reimburse the Village for the cost associated with providing after-hours reconnection services and is a service fee and not a fine or penalty.
Disputed Bills
All Disputed bills should be directed to the Village Clerk. Although further investigation may be required, the payment due date must still be met. If the disputed charges are later determined to be incorrect, an appropriate adjustment will be made.
Estimated Reading Fee
We read your meter every bi-monthly. If we are unable to obtain an actual reading, we will attempt to contact you so Public Work can come inspect the meter and obtain an ACTUAL reading. Should we not get an actual reading before printing bills, we will estimate your consumption and charge you an estimated reading fee. Contact Village Hall to schedule Public Works to come out and get an ACTUAL reading as soon as possible.
Terms and Conditions
By accepting service, you are subject to all rules and regulations of the Village of Kirkland and are responsible for all charges incurred until you notify the Village to discontinue service.
Moving?
Please call Village Hall at 815-522-6179 to schedule a final move out meter reading and make arrangements for a final bill. ALL water charges will continue to be your responsibility until you notify us to close your account.
