Building Permits

General Information

  • What is a building permit? It is a license that grants legal permission to begin a building project and verifies that the work meets local building and fire code compliance and to ensure public safety.
  • Do I need a permit? Permits are required for virtually all & new construction, alterations, repairs, demolition, and movement of any building or structure, including decks, fences, sheds, and new electrical or plumbing work .
  • What work does not require a permit? Generally, finish work like painting, wallpapering, tiling, or installing cabinets and countertops without plumbing or electrical connections does not require a permit.
  • What happens if I start work without a permit? You will be subject to a penalty of DOUBLE the permit fee.

Application Process

  1. Submit plans and application: Submit a completed application, along with drawings, plans, an other required documents, to Village Hall at 511 W Main Street, PO Box 550, Kirkland IL 60146, or email to l.scidmore@villageofkirkland.com.
  2. Wait for review: B&F Construction Code Services, Inc. will review your plans for compliance with all applicable codes.
  3. Make corrections: if corrections are needed, B&F will provide the Village Clerk with a Partial Submittal letter explaining the additional documentation needed to complete the review. The Village Clerk will provide you a copy of the letter.
  4. Pay fees: Once your plans are approved, the Village Clerk will contact you for the permit fee and any additional fees.
  5. Receive the permit: After paying the fees, the permit is issued and work may begin. You may not begin work until the permit is issued and displayed on the property.

Project Requirements and Inspections

  • Inspections: You are responsible for calling B&F for all required inspections as outlined in your permit package.
  • Timed deadlines: Work must begin within 180 days of permit issuance.
  • Project suspension: The permit becomes void if construction is suspended or abandoned for a period of 180 days.
  • Inspection for progress: To avoid the permit being considered abandoned, inspections must be scheduled at least every six months following the commencement of work.
  • Failed inspections: Failed inspection(s) will result in a $55 re-inspection fee per failed inspection, which must be paid at Village Hall before another inspection is scheduled.
